Summary: core overwrites download.ini at startup without reading old values
Original Submission: the core overwrites download.ini at startup without
reading in values from overwritten download.ini.
There are no "syntax-errors" in the old file, because the startup download.ini
file is an unchanged copy of an download.ini which was saved by the core itself.
Example: The Overnet options are killed every startup ....
