Summary:  BT: when firewalled: seeded files are not uploaded

Original Submission:  when seeding mldonkey-bittorrent does connect to the 
tracker, but not to other peers, so there is no upload when firewalled. 

would be nice to have an option, so when activated the bittorrent-plugin would 
connect to peers to upload even when seeding, not only when downloading.
