Details:

starting downloads (that mlnet already had in it in that session) fails until
restart:
the problem with that is, that something of the download is still somewhere
in the system, because of a file that was canceled before or a finished file
that was unshared (for example the swarmer then never gets removed even if
not used anymore).
happens at least with ed2k and bt.
this could somehow be related to savannah bug #11872 (reshare doesn't remove
files, multiple entries in upstats for files).
