Follow-up Comment #2, bug #24706 (project mldonkey):

!!! VERY IMPORTANT !!!

You must have values in bittorrent.ini and downloads.ini
max_uploaders_per_torrent < max_bt_uploaders < max_upload_slots

Or MLDonkey will not start!
