ChangeLog: 

 * pcre/Makefile.am: Gut still further, removing all references to
   Libtool (may it perish forever) and "make dist".  Simplify variable
   assignments.
 * pcre/configure.ac: Take out comments sprinkled throughout
   indicating where changes have been made.  Delete code instead of
   commenting it out. Remove a whole bunch more unnecessary checks,
   and substitute others as necessary (e.g. AC_PROG_RANLIB instead of
   AC_PROG_LIBTOOL).

 * .mtn-ignore: Reorder and adjust for the monotone subdirectory.
