ChangeLog: 

With this revision, PCRE can be built and stage-installed, and it passes its
internal test suite.  (Nothing else works yet, alas.)

 * configure.ac: Separate creation of build directories from creation of
   top-level Makefile.

 * pcre/pcre_chartables.c: Revert to upstream version (use config.h,
   not pcre_config.h).
 * pcre/configure.ac: Remove silly banner at bottom. Adjust header checks
   so things are checked for only once.
 * pcre/Makefile.am: pcretest needs pcreposix.c.
