ChangeLog: 

* monotone.texi: added an example implementation of get_default_command_options 
since it may not be 100% clear how to setup this correctly
* lua_hooks.cc: do not return true if we got no default options back (we save a 
few cycles then later on by not executing 
concrete_option_set::from_command_line)
