Not today. References to references are currently illegal, but there's
a defect report¹ (and supporting paper²) proposing to make double
references resolve to single references. The proposal's status is "WP"
described thusly:

  A DR issue whose resolution is reflected in the current Working
  Paper. The Working Paper is a draft for a future version of the
  Standard.
