I think SoC is about developing.  They specifically exclude
documentation-only projects, for example,
<http://code.google.com/soc/studentfaq.html#27>.  I'd guess that would
include improvements to the monotone website.  The other things you
suggest seem like they'd probably include the relevant quantity of
hacking, though.

But yeah, it does seem to exclude contributions that most projects
would regard as valuable.  Google's paying, though, so I guess they
set the rules.  (Some GNU/Linux distribution company could offer
rewards under different rules, if they wanted.)
