I believe at the moment that any database set up to reject the user
writing to branch B will reject certificates from that user that bind
a revision to B, and possibly reject the revision as well.

I think write permissions are just per-user, so the question doesn't
arise: there's no way to reject a user writing to branch B.

Out of curiosity and to understand monotone better: Do you see then two heads in branch B? Or do heads need to have the same ancestor cert somewhere?
