I was totally wrong: I'using ‘ ’ and that's not in Latin1 nor in Latin9,
though they are in CP1252.
They gets automatically translated to ' ' on my Latin1 consoles (I don't
have any system with no //TRANSLIT capability to check them... I hope
gettext does TheRightThing).
