[Monotone-devel] nvm.experiment.encapsulation now complete

I consider the work on nvm.experiment.encapsulation to be done, and I
will merge the branch to mainline once the release happens.  There are
still some awkward places e.g. in the key_store and the restrictions,
but not enough to keep this dragging out any longer.

If anyone wishes to criticize the branch now is the time.
