No, because delete conflicts with suturing, so that would lead to an ncc.
It would be consistent if the answer was 'no', but some might find that surprising.
Why is that? If one user wants to suture 1 and 2 together, a second user wants to delete 1 and a third user wants to delete 2 (to resolve a ncc - in the most common case), why should monotone decide that the first user is right and prefer suturing over the other user's resolution of the ncc?
