I can reproduce this when the '.ssh' directory does not exist. I tested
with a non-dot directory as well, with the same result. It seems that
monotone doesn't create the missing directory. When the directory exists
everything is working.

The fix would be to either create the directory or at least print a more
meaningful error message.
