Follow-up Comment #1, bug #30097 (project octave):
I don't think this is a bug. The plot function does not force the figure
window to be updated. That only happens if the drawnow function is called.
The Octave interpreter will do this automatically at a few places, but without
the call to figure, your code does not call any functions that imply a call to
drawnow.
