Follow-up Comment #3, bug #31056 (project octave):

I  can duplicate the problem with the current sources.  I have

  octave> octave_config_info ("REGEX_LIBS")
  ans = -L/usr/lib -lpcre

and

  $ dpkg -l '*pcre*'
  ...
  ii  libpcre3       8.02-1.1       Perl 5 Compatible Regular Expression
Library
  ii  libpcre3-dev   8.02-1.1       Perl 5 Compatible Regular Expression
Library
  ii  libpcrecpp0    8.02-1.1       Perl 5 Compatible Regular Expression
Library

This is on a current Debian amd64 testing system.
