Follow-up Comment #1, bug #31581 (project octave):
I checked in the following change:

It adds a --without-opengl option. Everything else about "native" graphics
depends on having OpenGL, so this option should do the job. If someone else
wants to add more fine grained library selection, then that would be great,
but I don't plan to do so. If you think my patch is sufficient to address the
problem, then close this report. Otherwise leave it open, but maybe drop the
priority?
