Follow-up Comment #13, bug #31479 (project octave):

I just checked with Ubuntu's, i.e., Debian's packaging of ARPACK.  As
expected, they use slightly different CFLAGS and FFLAGS than is perhaps
normal.  From the packaging files:


CFLAGS = -fPIC -fexceptions -Wall -O3
FFLAGS="-O3 -fPIC -pipe"


The license file included with the Debian distribution is copyright 2001,
while the one from the ARPACK website is copyright 2008 and slightly shorter. 
Thus, I'd propose going with the shorter, newer version.
