Follow-up Comment #3, bug #32332 (project octave):

Sorry to say that this is also how Matlab does it.

While that does somewhat reduce the interest in
fixing it, I still think that most users would
prefer the x and y labels to be parallel to the
axes (as is the zlabel).  And, I do not think
that this should be decided by compatibility.
