Details:
circshift(eye(3),1)
This gives different result (shifts in opposite direction) compared to octave
3.0 and matlab
Also, it shifts in the opposite direction from:
circshift([1 0 0;0 1 0;0 0 1],1)
but, the input is just an explicit 3x3 identity matrix
