To reproduce:
sudo rm ~/.octave_hist
sudo touch ~/.octave_hist
octave
octave:1> exit

Output:
error: Permission denied
terminate called after throwing an instance of 'octave_execution_exception'

attempting to save variables to `octave-core'...
save to `octave-core' complete
