Follow-up Comment #1:

Isn't this only with the FLTK backend?  The gnuplot backend seems to be fine.

In short, the FLTK axis code for log plots really needs to be improved because
this is the third reported bug against logarithmic plots.  Bug #31797 is about
incorrect log tick labels and bug #33052 is about incorrect panning caused by
log axes.
