Follow-up Comment #1:

What does Matlab return for int2str([])?  Is it the null string ""?  And is
returning a null string preferable or should Octave issue a warning message
about invalid input?  Returning an error seems like a better way of informing
the user that they are probably doing something incorrect and unexpected
rather than silently returning something valid such as the empty string.
