The README file at the top-level directory of the ftp.gnu.org site also
includes the following info:


You can verify the signatures for gnu project files with keys from:
  ftp://ftp.gnu.org/gnu/gnu-keyring.gpg


I don't think this is a bug in Octave.  If there is a problem, then it is a
distribution issue for all GNU packages distributed on ftp.gnu.org.  So if you
think there is a problem I think the right place to ask is the address@hidden
