Details:

The documentation on warning_ids does not explicitly mention that they must
contain a colon. The documentation in 12.2.2 actually gives an incorrect
example

warning ("non-negative-variable",
              "'a' must be non-negative.  Setting 'a' to zero.");

In that case only 


warning: non-negative-variable


is displayed, and not the message itself.
