Follow-up Comment #5, bug #37655 (project octave):

It may be impossible to distinguish delete and ctrl-d on Windows depending on
the terminal emulator. We might be able to do this on the GUI since that's our
own terminal emulator.
I'm tempted to mark this bug as wontfix since we can't control cmd.exe.
