can you try the 3.6.2 release?

If you follow the link there is a detailed README which describes the manual
installation process.

Which Version of Windows are you using? Windows XP, Windows 7, as 32 or
64bit?

Is the problem only existent with gnuplot or also with fltk/GL?
You can switch them with "graphics_toolkit" on the octave promt.
