Follow-up Comment #3, bug #39018 (project octave): It seems you're using one of the two 3.6.2 binaries available for Windows (either MinGW or Visual Studio). Both comes with a precompiled version of communications-1.1.1 package. Any reason you're not using the precompiled version? If you're using the binary for Visual Studio, note that you have to select the packages you want to install during the installation process.
