Follow-up Comment #3, bug #40443 (project octave):

You might also want to look at/compare bug #36477, which is a feature request
to use the freedesktop.org standard for config and history files on *nix. I
don't know if that would help on Windows, but it could be made part of the
same effort to address both types of systems at once.
