Follow-up Comment #1, bug #40900 (project octave):

It seems you are working with a quite old snapshot of the development version
of octave. From the screenshot, the editor has no "Help" entry in the menu
bar. This menu was added more than 2 months ago. 
The code completion works fine on my system (ubuntu 12.04) with actual
development version of octave. What version of qscintilla do you use?
