Details:

This is my fault, I neglected to test the new detection code on a build with
compressed info files. The info command silently adds the .gz extension but
the code in doc.m to detect the info file does not.

Distributions can work around this by running configure with an argument of
"infofile=/usr/share/info/octave.info.gz" but this seems better fixed in the
function since it used to work.
