Follow-up Comment #2, bug #41072 (project octave):

We prefer to test for features rather than using library version numbers for
conditional code in Octave. This should condition on a flag like
HAVE_QLOCALE_UILANGUAGES. Please see this changeset for a similar example of a
Qt feature test:
