Follow-up Comment #5:

I built a new installer to test and put it on a system where I had deleted the
previous ~/.config/octave direcotry so I could make sure that the initial
welcome wizard was still working properly.  With the "run minimized" option
selected for the shortcut, the welcome wizard was also minimized, so at first
I thought Octave was not working properly.  Maybe we are missing some kind of
"raise" or "show" call in the wizard?  If that's not easy to fix, then I
suggest that we switch back to the previous mode.  Then the initial terminal
window can serve the purpose of the splash screen.  But seriously, starting
the welcome wizard minimized is worse than briefly showing a terminal window.
