Follow-up Comment #2, bug #42010 (project octave):

I've tracked down the problem which may or may not be associated with octave.

this problem results from  ~/.inputrc containing

enable-keypad on

obviously this makes no sense because Macs don't have a keypad, but for bonus
fun it disables the 'k' key, not only for octave but for bash running in the
mac terminal as well.

simply commenting it out fixes the problem

#enable-keypad on

I do not know how this file was created or how that command got in there,
maybe it was octave, maybe it was another program.
