Details:

Referring to bug #40618

1) When starting Octave, the "Community News" dialog will be shown
automatically
2) At the first ocurrence, the dialog will be centered 
3) For later occassions, the dialog will remember its position (until Octave
is shut down)

But ancillary to 2) ...

When working on a multi-monitor desktop (e.g. 2x monitors tiled horizontally),
the dialog will show on the frames / gutter between the monitors.
