Details:

Since the latest release (0.1.6, yesteerday), generate_package_html fails when
there is no NEWS file.

Octave's manual indicates that NEWS is an *optional* file, so this is a
regression of the generate_html package.

Here is a patch that fixes the problem: the "NEWS" link is added if the NEWS
file is present, and a warning is issued otherwise.
