Follow-up Comment #1:
Thanks for your bug report. I think this report will need some more
information to diagnose/reproduce this. For example, I am able to build 3.8.2
and onward against glibc 2.5, 2.12, and 2.13 as well as 2.19.
Can you say specifically which OS/distribution you are compiling on, which
glibc version, and perhaps attach a compressed copy of your config.log?
