Follow-up Comment #1, bug #43710 (project octave):

Transplanting the entire share/octave/m/packages/io subdir should do.

AFAICS it is C++ code that provokes the error, esp. in xml* source code.
There's nothing I can do about the xml c++ files, I don't maintain them, I
just package them with the rest of the io package.

As far as the csv2cell warnings go, I don't follow; AFAICS it is valid code.
Perhaps your compiler is extremely picky.
