The way that option works (as it is implemented in 3.9.0+) is a bit hazy to
me.

As it is now one has to unselect "Synchronize Octave working directory with
file browser" to be able to set a startup directory. 

To me it looks like the selection boxes have been mixed up; I suppose it's the
other selection box in the frame "Restore last directory of previous session"
that should disable the startup path, rather than "Sync file browser.......".

Should I file a separate bug report or can this be tackled (if my analysis
makes sense) within this bug report's scope?
