Follow-up Comment #2, bug #44116 (project octave): I assume that Qt graphics toolkit uses the Qt environment to place windows as opposed to an outboard driver. With CLI no Qt environment exists. (Octave is a subprocess in the Qt environment when run as a GUI...only the main Qt process can run graphics.) I'm pretty sure this is the case because the file __init_qt__.cc appears in the libgui subdirectory. (The function __init_XYZ__() is evaluated inside "graphics_toolkit()".)
