Follow-up Comment #1:

Confirmed.

I get 3 empty lines in either the CLI or the GUI.  It is not in the
__additional_help_message__.m function which adds the verbose footer.  It
seems to be a problem with makeinfo which we call out to.

I checked in this cset which reduces the spacing to just a single blank line
(http://hg.savannah.gnu.org/hgweb/octave/rev/e884d5816471).
