Details:

Steps to reproduce:

1) Run octave-gui.exe in Windows
2) Right-click in command window to bring up context menu

There is a placeholder square where the Copy or Paste icon should be shown,
but the actual display is blank.  This works on Linux, and it als works in the
Editor window.

Attached is a png file showing the problem.
