Follow-up Comment #3, bug #44493 (project octave):
csv2cell works now without problems, the script example I gave in the
beginning works fine now.
What I did in the meantime:
(a) uninstalled several older versions of Octave
(b) started Octave via the "official shortcut", i.e. the one that is created
by the installer and points to octave.vbs
It looks like the problem was specific to my setup and in any case it is gone
now.
