Follow-up Comment #2, bug #45078 (project octave):

Ctrl-C works when the copy shortcut is not Ctrl-C. It turns out that the
copy/paste shortcuts are not working in the undocked terminal whereas in other
undocked widgets they do. I will have a look at this issue.
