Details:

The build_packages.m file distributed due to having the wrong revision levels
on the "general" and "signal" packages.

general should be 2.0.0 as delivered.
signal should be 1.3.2 as delivered.

It would probably be a better idea to have the build_packages.m actually
search for which versions are available, then install the version that is
present.  That would eliminate this sort of minor version difference issue.
