Follow-up Comment #3, bug #45315 (project octave):
gomp is included in gcg-4.9.2
the problem seems a duplicate of
https://savannah.gnu.org/bugs/?45280
using
export DL_LDFLAGS="-shared -fopenmp"
before calling octave solves this issue.
