Follow-up Comment #3, bug #45475 (project octave):
ok, ran octave.exe directly from the bin folder with the --no-gui-libs, rather
than the batch file in the root folder.
ran 'pkg list' right after the program opened and got the same 20-30 second
delay on the output.
