Follow-up Comment #3, bug #45458 (project octave):
Strange one, and unfortunately difficult to debug without consistency. Could
you try deleting or renaming your settings file and relaunch to see if the
delay occurs again? The file on Linux is located in
.config/octave/qt-settings
