This looks like a duplicate of bug #44180.
Why do you want to install the windows package from the Octave-Forge website?
It isn't newer than the one included in the binary installer.
In the binary Octave installer for 4.0.0, the build errors you encountered
have been fixed.
Assuming you installed Octave from the binary installer (it's quite a safe bet
you didn't build from source on Windows), you should install the windows
package from the src/ subdir in your Octave installation directory. So, in the
Octave terminal do:
cd ([OCTAVE_HOME filesep "src"])
pkg install windows-1.2.1.tar.gz
and you should be fine.
