Follow-up Comment #17:

I've replaced the binary xml stuff from the io package by Panxto's xmlread.m
and xmlwrite.m and added a private function for checking xerces jars for those
functions.

@Panxto: (and othe interested parties)
you can check out a tarball of upcoming io-2.2.12 (or maybe it will be
io-2.4.0; votes?) and see if you like what I did.

I'll leave this bug report open until I have had some feedback.
